SOUTH CAROLINA COLLEGES/UNIVERSITIES Authorized by Legislature 6/26/1986 (HB3550) First Issue 1986 These plates had screenprinted black "11" in the left/month debossed sticker well, and "87" in the right/year box. Renewed with passenger stickers. These plates were not very popular due to the extra fee to obtain them, and their lack of design. Generally, only college officials purchased them, as they didn't catch on with the public.
