These plates had screenprinted black "11" in the left/month debossed sticker well, and "87" in the right/year box. Renewed with passenger stickers. These plates were not very popular due to the extra fee to obtain them, and their lack of design. Generally, only college officials purchased them, as they didn't catch on with the public.

This revision allowed for each college to submit it's own design. It also standardized the design with a colored bar across the top and the school's logo on the left. Colleges are also allowed to redesign the plate every five years.
